GBAO Permit, Kyrgyz Border Zone, Kyzyl-Art : Every Permit for the Pamir and Kyrgyzstan in 2026

VY La rédaction de Voyages Yolo

In eighteen months, three rules have changed in Central Asia, and most online guides still run on the 2023 ones. The border between Kyrgyzstan and Tajikistan reopened in March 2025 after four years of closure. Kyrgyzstan halved its visa-free stay by a decree dated 31 December 2025. And the Kyzyl-Art pass, the unavoidable gateway of the Pamir Highway, sits in a grey zone that the French Foreign Ministry sums up in one phrase: "officially closed but open in practice".

Here is every permit, what it really costs, how long it takes, and the traps you would otherwise only discover at the checkpoint. Sources: the France Diplomatie country pages updated on 15 September 2026, and the local Kyrgyz and Tajik press, where the rules are actually decided.

What changed in 2025 and 2026

The Kyrgyz-Tajik border has reopened. Closed since the armed conflict of May 2021, it reopened after a border delimitation agreement was signed in mid-March 2025, during Emomali Rahmon's state visit to Bishkek. The regional outlet Azattyk Asia reported the opening of two crossings, Kairagach and Kyzyl-Bel, on 13 March 2025. Direct flights followed: Dushanbe–Bishkek with the Tajik airline Somon Air, and Bishkek–Khujand with a Kyrgyz carrier.

Kyrgyzstan has shortened its visa-free stay. Cabinet of Ministers Decree No. 855 of 31 December 2025 limits visa-free stays to 30 days in total within any 60-day period for citizens of 55 countries, France among them. It used to be 60 days. The France Diplomatie page Entry and stay in Kyrgyzstan confirms it for French citizens: 30 days maximum, then a 30-day wait before coming back visa-free. If you read "60 days" somewhere, the source predates 2026.

Overstaying costs more. In September 2026, the Kyrgyz business press (Economist.kg) announced entry restrictions for foreigners who had overstayed. The French Foreign Ministry mentions a fine, a negative record, and the possibility that an exit visa may be required.

The very concrete consequence: a Kyrgyzstan + Pamir + back-to-Kyrgyzstan itinerary can blow through your 30-day allowance. Count your days in each country before you book.

Tajikistan: the GBAO permit

Is the GBAO permit mandatory for the Pamir Highway?

Yes, without exception. GBAO, the Gorno-Badakhshan Autonomous Region, covers most of the Pamir Highway: Khorog, Murghab, Lake Karakul, the Wakhan, the Bartang valley. The France Diplomatie page Security in Tajikistan says it plainly: access "is subject to special authorisation".

The point many travellers miss: this permit is separate from the visa. Being visa-exempt does not exempt you from the GBAO permit.

French citizens need no visa… for up to 30 days

According to the France Diplomatie page Entry and stay in Tajikistan:

  • no visa for a tourist stay of up to 30 days;
  • beyond that, an e-visa is mandatory, applied for exclusively online at evisa.tj;
  • the single-entry e-visa costs USD 50 without GBAO and USD 70 with it;
  • a 90-day tourist visa actually only lets you stay 60 days;
  • your passport must be valid for six months after the application date.

The trap when you are visa-exempt and arrive via Kyzyl-Art

The French Foreign Ministry describes two ways to get the GBAO permit:

  1. with the e-visa, by ticking the GBAO option in the online application. This is the route intended for stays of more than 30 days;
  2. through OVIR, the Interior Ministry's migration service, for stays under 30 days and visas obtained at the airport. Its offices are in Dushanbe, Khujand, Bokhtar and Kulob.

If you land in Dushanbe, the OVIR route works: you sort it out before heading to the Pamir. But if you come from Kyrgyzstan over the Kyzyl-Art pass, you enter straight into GBAO. There is no OVIR office on the way, and the French Foreign Ministry specifically notes that Kyzyl-Art requires GBAO authorisation in the Kyrgyzstan-to-Tajikistan direction. The permit has to be in your pocket before the border post.

Two options in that case:

  • apply for the e-visa with the GBAO option anyway (USD 70), even if you are visa-exempt;
  • go through a Tajik agency, which gets the permit from the OVIR in Dushanbe before you arrive.

Online sources contradict each other on the first option: some say visa-exempt travellers cannot use the e-visa route, others that they can apply online for a GBAO permit alone for around twenty dollars. If the evisa.tj form blocks you, switch to an agency. Either way, do not leave without the document.

Registration: the detail that tips the balance towards the e-visa

Every foreigner must register with OVIR within 10 working days of arrival. The French Foreign Ministry lists two exemptions: holders of an electronic visa or a visa obtained at the airport, and stays shorter than 10 working days.

Read that carefully: a visa exemption is not a registration exemption. A French citizen who enters visa-free for three weeks in the Pamir must register. With the e-visa, it is taken care of.

Our take: for a two-to-four-week trip in the Pamir, the USD 70 e-visa with the GBAO option covers both the permit and registration in one go. It costs more than applying for nothing, but it is the simplest route. Have the embassy confirm this reading if your stay is a borderline case.

Processing time and practical tips

Allow 2 to 3 working days for the e-visa, according to agencies. The permit is not issued at the border. Print several copies: Pamir checkpoints often keep one. Our Pamir Highway guide covers the route, budget and on-the-ground logistics.

Permits on top of GBAO

GBAO opens the region, not every corner of it. Three places require extra authorisation.

Lake Zorkul, on the Afghan border in the eastern Pamir, is a nature reserve. The permit is issued at the PECTA office in Khorog or the national park office in Murghab, with your passport and cash in hand, or through a local agency. Reported prices vary from one source to another: bring cash and ask for the amount on site.

Lake Sarez is held back by the Usoi natural dam, formed by a landslide during the 1911 earthquake. That is why access is controlled by the Committee of Emergency Situations, on Lohuti Street in Dushanbe, or arranged through an agency. Documents required: insurance card, passport copy, visa and GBAO permit. A guide is mandatory. One operator quotes about USD 50 per day including accommodation; reported processing times range from 2 to 10 days.

The Tajik National Park: some agencies report an entrance fee of USD 10 to 20, payable in cash on site and not included in the online permit.

Kyrgyzstan: the border zone permit

In Russian, пропуск в пограничную зону. You can travel freely across the whole country, except for a strip along the Chinese and Tajik borders.

Which areas require a permit?

According to the agencies that issue it, the standard permit covers five areas:

RegionPlaces covered
NarynLake Kel-Suu, Ak-Sai valley, Kok-Kiya canyon, Lake Chatyr-Kul, Torugart crossing
Issyk-KulKarkyra, Sary-Jaz, Enilchek, Khan Tengri National Park, Ak-Shyrak
OshTrans-Alay range, including Lenin Peak
ChuyChong-Kemin valley

The Leilek and Batken districts, in the south-west, are not included in this standard permit.

How much does the Kyrgyz border permit cost?

This is where the gap between the official price and the market price is most striking.

The state fee for a foreigner is 1,026 som for a short period, according to the price list published by the Kyrgyz outlet 24.kg in November 2025.

Agencies, on the other hand, charge between €30 and €65 depending on urgency and the number of areas. A permit limited to the Naryn region, enough for Kel-Suu, costs around €30. One local operator lists 3,000 som for all Naryn areas.

The difference pays for the filing, the follow-up and above all the delivery of the original document. Because that is the key point: the permit is a stamped paper document. A screenshot or a PDF is worthless at the checkpoint.

How long does it take, and how do you get it?

The official permits portal, elicense.gov.kg, states that the GKNB Border Service issues it within 2 working days at most. In practice, agencies quote 5 to 15 working days, excluding weekends and public holidays, and one Kel-Suu operator recommends applying at least 14 days before you arrive.

I found no procedure that lets a foreigner do it all alone online. The realistic route is still an agency or a Kyrgyz host. Have the original delivered to your hotel in Bishkek or Osh before heading into the mountains.

The Kel-Suu case

Lake Kel-Suu, perched near the Chinese border, is the trip that generates the most permit requests. A permit for the Naryn area alone is enough if it is your only border-zone destination. Kyrgyz citizens need one too. Allow about 470 kilometres by road from Bishkek, then about 7 kilometres on foot to reach the lake, according to one operator. Our article on the best treks in Kyrgyzstan describes the route.

Lenin Peak and Khan Tengri

Lenin Peak base camp lies in the Trans-Alay, and Khan Tengri in the Issyk-Kul area: both require the permit. For Lenin Peak, the France Diplomatie page Security in Kyrgyzstan adds three instructions: never venture into the mountains alone, do not drive up to base camp without acclimatising, and share your high-mountain itinerary with the rescue services (112) before setting off.

Trekking in Kyrgyzstan without a guide: is it possible?

Yes, in most of the country: no mandatory guide and no entrance fee for each valley. In border zones, the legal requirement is the permit, not a guide, but the agency that gets it for you will often offer guiding as well. Most trails are unmarked. The French Foreign Ministry mentions avalanches, rockfalls, mudslides and flash floods.

Crossing the Kyrgyzstan–Tajikistan border, post by post

Status as of 15 September 2026, according to France Diplomatie:

Crossing (Tajik side / Kyrgyz side)Status
Guliston / Kyzyl-Belopen to all
Madaniyat / KairagachTajik and Kyrgyz citizens only
Ovchikalacha / Kulunduclosed
Karamik / Karamykofficially closed, open in practice
Kyzyl-Art / Bor-Doboofficially closed, open in practice, GBAO authorisation required towards Tajikistan

The French Foreign Ministry is careful to point out that no official document confirms these de facto reopenings. In plain terms: you can get through today, but that can stop without notice.

Kyzyl-Art in practice

The pass tops out at about 4,280 metres, between Sary-Tash on the Kyrgyz side and Lake Karakul on the Tajik side. Field reports disagree about the Kyrgyz permit: in June 2025, a Pamir tourism portal said a Kyrgyz authorisation was needed to enter and leave through this post, to be requested at least three working days in advance, plus a separate permit for a private vehicle. Other sources say it has no longer been required since summer 2025. When in doubt, get it: it costs next to nothing compared with turning back at 4,000 metres.

Traveller reports from summer 2026 say foreigners can cross the post but locals cannot. As a result, there are no shared taxis, and the crossing is done with transport arranged by an agency. Have a plan B and time to spare.

The air alternative

If the border seems too uncertain, direct flights Bishkek–Dushanbe and Bishkek–Khujand connect the two countries without going over the pass.

The red zone your insurer will read before you do

This is the part travel stories skip over. The Tajikistan security page, updated on 15 September 2026, strongly advises against the border zone with Afghanistan, "due to widespread trafficking", explicitly naming the border region "in the south-east of Khatlon province" and "the road that runs along the border to Khorog".

That road is the M41 between Kalai-Khumb and Khorog, which follows the Panj river, in other words the Afghan border. A section of the classic Pamir Highway is therefore in a red zone for the French government. The Wakhan, which also runs along the Panj, is not named on the page but lies on the same border.

What this means for you: many travel insurance policies exclude areas that are formally advised against. Read your policy's exclusions before choosing your itinerary. The eastern Pamir, Lake Karakul and Murghab, reachable from Kyrgyzstan via Kyzyl-Art, does not follow the Afghan border: that is a point to raise with your insurer.

The page describes two other risks:

  • landmines: around forty mined areas remain in the west and south of the country, notably in the Garm valley and along the Uzbek border. They are marked by a metal post bearing a red triangle pointing downwards, and devices may have shifted by several dozen metres. Stay on the roads;
  • driving at night outside the big cities, on poorly lit roads where animals wander.

Not all of Tajikistan is the Pamir, or the Afghan border. Outside GBAO, you can travel the country without a permit: our story of a week in Nofin, a remote Tajik village paints a very different picture.

Questions we get asked

Is the GBAO permit mandatory for the Pamir Highway?

Yes, even if you are visa-exempt. It is separate from the visa and is not issued at the border.

How much does the Kyrgyz border zone permit cost?

The official fee is 1,026 som, but €30 to €65 through an agency, which handles the filing and delivers the original.

How do you get the border permit in Kyrgyzstan?

From the GKNB Border Service, in practice through an agency or a local host, at least two weeks before you need it.

Which permit do you need for Lake Kel-Suu?

The Naryn region border zone permit is enough if Kel-Suu is your only restricted area.

Can you travel from Kyrgyzstan to Tajikistan by road?

Yes. Kyzyl-Bel is open to all; Kyzyl-Art and Karamyk work in practice but without official confirmation. For Kyzyl-Art, have your GBAO permit before you arrive.
